Well, judging by what the developers have been saying, the next
Vorbis encoder will have joint stereo that should bring down
the current quality of ~128kbps down to ~80kbps. Note that
the quality of ~128kbps Vorbis is better then MP3 using the
same bitrate. So I think that Vorbis will be as good as (or even
better then) MP3pro at bitrates like 96kbps or lower
(for >96kbps SBR isn't much usable since you can
encode higher frequencies in a usual manner).
As for AAC+SBR, now that would probably be the highest
quality solution, but I don't know if AAC+SBR is even finished.
Considering that AAC is mostly intended for music distribution,
I don't think that AAC+SBR will be publicly available, since
it will be sold mostly to companies. And judging by the price
of AAC itself, AAC+SBR is probably going to be very expensive.
