[vorbis] Can I encode now?

aldov: Can we get another beta version encoder before this RC1 release
after a long time waiting? Because some apparent bugs, like low
frequency bug, pre-echo artifacts etc., in beta 4 encoder, I think I'd
better not encoding some borrowed CDs into Ogg files.

What I want is not a fully functioned encoder, but the one free of these bugs.
