[vorbis] --with-ogg/--with-ogg-prefix

When ./configuring vorbis-tools or libvorbis, what's the difference
between --with-ogg and --with-ogg-prefix (likewise for libao and
libvorbis)?  Should they be used together?  Does one imply the other?
