Well, it's a bit more flexible than that now - though the first release of
oggenc was like that. 16bit pcm is supported (wav mandates little endian,
too). One or more channels (only tested with 1 and 2) are supported, and
any header length (so long as it's a valid header, though it doesn't care
too much about some things, like the length of the data chunk, since that's
usually wrong.
