The FFT stuff I was doing was vestigal, and Segher spotted it.
Whether I'm doing power estimation in time or frequency doamin, the
energy is equal. The behavior should be totally equivalent (and
appeared to be so in my testing).
Now, the way short blocks are encoded *is* different, and the new
noise curve estimation does behave very differently. But short blocks
should still happen int he same places.
