[vorbis] Beta 4 date?

Thanks for reminding me I have to update that a bit :-)

Beta 4 is in final testing and tuning right now.  I don't have a hard
release date, but I'd expect next week.

Beta 4 will not be the 1.0 release candidate we'd hoped for.  It will
be optimizations, bugfixes and [substantial] quality improvements over
beta 3.  There was no reason to hold these improvements back while
marching to 1.0, and we really need to get a few of the encoder
bugfixes up for distribution.
