Not as such, no. I think what you're looking for, for your purposes, is an
ACM codec, to produce Vorbis data wrapped in a RIFF-WAV header. For use in
WAV and AVI and the like.
I did come across such a beast a while back, but I think it had trouble
recognizing/decoding RC2-encoded data. It was a rather old file, and I
don't know if it's still being updated/developed/supported. If my trouble
finding any updated/better working version is any indication, I would think
not.
Also, the thing has a lot of different confusing "modes", the practical
difference (if there is any) of which totally loses me. (Takes up a lot of
real estate in the pulldown menu for ACM compression mode selection but oh
well.)

If you install the ACM codec, yes, it should be available to any program
that makes use of ACM codecs. Such as VirtualDub and its ilk.
I don't use either Adobe Premiere or WMP, but afaik these should be
included.

For video, I prefer DivX 3.11 using "SBC". It's faster to encode than, and
gives just about the same quality as, DivX 4.
You'll need NanDub to encode it. http://www.nandub.org

For audio, i usually use VBR MP3 encoded with LAME, and multiplexed into
the AVI using NanDub. I sometimes use a Sony ATRAC3 ACM codec, though not
lately.
I'm still holding off on using the vorbis acm codec, as it weirds me out a
bit for the aforementioned reasons, doesn't support the lower bitrate modes
of RC2, and seems to have trouble playing back audio encoded with external
encoders (e.g. OggDrop) and multiplexed into the AVI/WAV/what-have-you
stream.
Another alternative might be to make a VCD. More info below.

Yes, including the codecs is one possibility. Another is to make a VCD.
This makes use of an MPEG-1 program stream, which just about everything
known to man supports. Its 1x bitrate makes it very suitable for fitting
your 80 mins of video onto an 80 min CDR. But on the downside, resolution
and video quality are not exactly dynamite. The advantage is, again, that
everything supports it - even most DVD players. So you can share your video
with your friends who don't have computers, or whose computers don't quite
have enough computrons to handle DivX decoding.
