[vorbis] Vorbis suitable for PDAs?

Our reference encoder/decoder currently utilizes the FPU.  There's no
reason that one can't either a) implement their own Vorbis code that
does not or b) modify the reference source to be integer-only (and at
least one company has done this, for ARM7).

At the immediate moment, we're not planning to do this ourselves;
there's too much other core work to be done to take on this project as
well (at least, at this time).
