[vorbis] Pitch shift with RC2

As someone with perfect pitch, I've noticed no such shift.  25Hz would
not be 'barely perceptible', it would be a significant portion of an
octave at lower registers.  

If it's a consistent centage sharp/flat, you don't have a vorbis
problem, you have a playback problem (eg, inputting a WAV fiel that is
mistakenly marked 44000Hz instead of 44100Hz).  Vorbis's spectrum
representation is linear, and a linear pitch shift (additive) would
not result in a listenable file.  If you're really seeing a shift,
you're seeing a dot product and Vorbis (the coder) couldn't do that.

Yes, still thinking of how to eliminate that without blowing 40% of
the available bits on <500Hz.
