[vorbis] cool edit filter RC2

For those who are interested, I've updated my cool edit filter to RC2.

I'd just like to say thanks to the developers for keeping the source code
simple to use. As a slightly depressing contrast, I've had microsoft's wma
SDK sitting around on my machine for 6 or more months now and still havn't
managed to read through it yet!
