[vorbis] Vorbis ACM codec

I think its beeing maintained, because it was updated to the RC1 decoder if I
remember right. Perhaps you should ask your question on one of the Doom 9
boards, because I think there are more people using that codec there than here.
Perhaps there is also some info in the readme file. You can find a translated
version (from Japanese to English and French in the Nandub devel forum)
