Switching formats is more likely to introduce a larger number of artifacts.
Sticking with the same format, in this case MP3, will be more likely to
create the same type of artifacts as the original compressed file, thus
making the addition of new artifacts less noticeable. Still, I'd say that
to be safest you should use the same version of the same encoder to keep
things as close as possible.
