[vorbis] Windows XP and MP3

Unless it has a crippled chipset or no/little cache.  Bloopfish, my
p5-233, can barely decode mp3 or .ogg... CPU usage is over 80% for
both.  I've known since I got it the machine is mysteriously crippled.
