There are ways around this problem. The patent holder could sign contracts
with several trusted parties, saying that he will never change the
license, and if he does, he grants the other parties an non-exclusive,
unlimited, transferable license on the patent.
So if the patent holder screws up and changes the license, some of the other
trusted parties can start licensing the patent to everyone who wants it.
