[vorbis] Why the 128kbit max?

Hello;

This is a good question. Our listening tests show that there is noticeable
silibence at 128 kbps even with the best MP3 encoders at a rate that IMHO is unacceptably often.
Unless the ogg encoders are a lot better this will be a problem.
