[vorbis] Ogg Mime Types? (was Re: The OGG Extension...)

I'm uncertain as to whether multiple mimetypes for one extension is a
good idea.  Which would would apache spit out?  

If we're going to have one file extension for .ogg (and we should), then
we should also have one mimetype: application/x-ogg (and we should see
what it takes to get the blessed application/ogg).

That clears up all the loose ends.
