How about using :

.ogg.vorbis  for OGG Vorbis files
.ogg.video   for OGG video files
and .ogg for "the rest"

Or something similar ( .ogg-vorbis , .vorbis-ogg etc. )

P.S.: And how about forgetting about the filename, like
'file' on unix systems. It can pinpoint the types of 
files without considering their name.
