[Vorbis-dev] new release monday

I've beend playing around with this. Here's a patch
to hint about pkg.m4 if it's missing. It could be
considered overkill, yes. Commit it if you like.

Example output:

HINT: The file pkg.m4 was not found in any of the directories
   given by $ACLOCAL_FLAGS nor in aclocal's homes
   - /usr/share/aclocal-1.6.3 and
   - /usr/share/aclocal .
   This could be a reason for ./configure failing.
   Have you installed pkg-config properly?
