Actually, the current configure.in breaks in exactly the same way if  
you're building out of svn on a system without pkg-config. The  
PKG_CHECK macro can't be expanded and you get a shell syntax error  
right after 'checking for pkg-config... no'.

I'd say we should just dump pkg.m4 in our new m4 directory, but  
there's a license mis-match. The macros are GPL with an exception for  
configure embedding.
