Not sure about oggenc, but under linux vorbiscomment (which is
part of the same vorbis-tools package) uses one of:
the environment variable CHARSET
nl_langinfo from langinfo.h
(svn.xiph.org/trunk/vorbis-tools/share/utf8.c)
Possibly you could try CHARSET=ISO8859-15
