I don't think you'll find anyone disagreeing with you here, the trick is to 
find people with the required skills *and* the required time to make this 
happen.

Having said that, there are some things out there which you might not have 
seen, as it's not immediately obvious where to find them.

There are official Python bindings for libogg, libao and libvorbis.  these 
are in the Unix/Linux section of vorbis.com, but I'dve thought that at 
least the ogg and vorbis binding ought to be able to work under windows (I 
know nothing about such things though so I could be talking crap).

The java folks have j-ogg for decoding ogg stuff. http://www.j-ogg.de/

hmmmm.  I sware I saw other stuff for things like Ruby, but I can't find 
them.  And there are also PERL bindings, but I don't know how up to date 
they are.

BTW: I notice there's no link to Illiminable's DirectShow filters 
(http://www.illiminable.com/ogg/).  There probably should be as they're the 
official ones and, as far as I know (I'm not a windows person generally), 
the only ones really being maintained.
