This is an intentional feature. It's a mid-level interface (for those who 
don't want to just dig around in the vorbis_comment struct directly), and 
it's intended only for 'normal' use of the comments - textual (UTF-8, so 
there will never be embedded nulls) comments, which the library ensures are 
null-terminated. It makes it easier to do the basic things like "just give me 
the TITLE tag".
