Take a look at Johannes Sundvall's master thesis on this subject. He posted
it to this mailing list only a week ago. Short summary: With quite a lot of
code tweeking and optimizations, he managed to get the processing
requirements for decoding Vorbis streams to just below 50 MIPS.

I think he was testing with 128kbps streams, but the Vorbis bitrate does not
seem to affect the processing power that much, as the most costly part is
the iMDCT which depends on frame size and sample rate and not directly on
the stream's bit rate.
