What version? I've done this successfully on windows, but apparenlty you 
have to use the right dialog box.

http://svnbook.red-bean.com/book/apcs03.html#svn-app-c-sect-3.1 also 
claims you may need to install an optional 'webfolders' compenent on 
Windows 98. Note that the autoversioning part of that page isn't 
applicable since we're not using dav for write access.
