I believe you will need both, if the plan is to support both.  For 
example, when building Mozilla Firebird you need to link against the 
appropriate VC6 or VC7 libraries.    http://www.mozilla.org/build/win32.html

Although not of your concern, apps built with VC7 need the appropriate 
.NET runtime DLLs too if .NET is not installed and you plan to 
distribute them.
