Agreed. Sounds like we have consensus for a separate 'make doc' target. 
I'll do that.

Note that the docs shouldn't be built if you don't have the tools 
installed; likely things would have worked for monty if the oasis site 
had been up (and it's very bad that they went down--they manage xml 
business interop standards and there's no reason for their website to 
*ever* to be offline). However I've not investigated the dependency 
problems monty also mentioned; it worked for me when I wrote the 
Makefile.am. It may be a version skew issue; Debian is still installing 
1.4 as the default automake and you basically can't use that for 
conditional compiles. I was probably using 1.6.
