You can try downloading Audacity, a free audio editor, from here:

  http://audacity.sourceforge.net/windows.php?lang=en

Then import the file as described here:

  http://audacity.sourceforge.net/docs1.1/menu_project.html#importraw

If the program cannot guess the sample rate and size automatically
(probaby not), try 44100 Hz, 16 bit, signed, stereo, little-endian and
0-byte offset. You should then be able to play, modify and save the
file as .wav. It can even export to .ogg. :)

Most other sound editing programs (e.g. Cool Edit, SoundForge) provide
a similar function.
