[vorbis-dev] VQ table decode problem

Hi,

I'm trying to understand the Vorbis file format specification and 
was stumbling across the value [lookup_offset] used when describing 
how to decode the VQ lookup tables. First I thought this is the offset 
into the [value_vector], but this is also described as [i] in the 
algorithm, and when I use the algorithm that way, I always compute 
the same values for all [value_vector] entries.

Have I missed something obvious, or can someone please explain what 
this value is supposed to be?
