They're perfectly normal Ogg files, just not with only Vorbis audio
streams in them. Ogg files can contain basically anything. :)

Yes, the DirectShow filter still seems to be closed source, but the
tool actually used on Windows to create these files, OggMux, has
become open source some time ago. See http://oggmux.sourceforge.net/
