[vorbis-dev] record and playback rate differ slightly

My encoder process is creating a stream that plays a few percent too fast.

I have tried the following methods of initializing the encoder:

vorbisInfo.initVariableBitRate( 2, 22050, 0.2 );

and this:

vorbisInfo.init( 2, 22050, 50000, 50000, 50000 );

It always seems that the first few seconds play perfectly, and then the 
audio speeds up.

Any ideas what could be going wrong?
