[vorbis-dev] UTF-8 & Hebrew

Correction: it shows up as "aaaaaa" in VCE and PP's plugin but as "??????"
in WinVorbis.

I mailed the test files (smallest size I cmanaged to produce) to Ross,
tell me if you want them too.

Will anybody consider it useful if I create some torture test files for
checking complience with the comment spec?
