[vorbis-dev] Just to dispel any hopes -- RC3 really low bitrate

Someone on IRC said a few weeks ago that Monty had done some code that
"automatically generated" beautifully tuned tables for various input
rates.  When will that code be included?  Be nice to downsample to 16000
and be able to oggenc fully tuned.

And to the person that suggested downsampling with sox: thanks.  Thats
the answer I was looking for.
