See the earlier discussion on the vorbis list.  We want to get users
away from the concept of bitrate, since that leads to the average user
not getting the full vorbis effect.

Ie, if you encode at 128kbps mp3, you can probably safely encode at
80kbps or 64kbps in vorbis :)
