[vorbis-dev] equalizer api

It does not exist currently for Vorbis.  It is a useful optimization, of
course, but the real fix is to make a generic PCM equalizer in Zinf (an
din Xmms for that matter) so that any format can be equalized, instead
of just the ones that have optimization hooks for it.
