As from what you've written I presume that IETF did not accept the
documentation of the Ogg file/stream format at xiph.org as enough of an
open standard to which they can relate the mime-type. Thus I'd suggest
you write an RFC documenting the Ogg file format and submit your mime
type registration together with it.
As I understand it, the mime-type registration has to go through IANA
(online form at: http://www.iana.org/cgi-bin/mediatypes.pl ), while the
RFC has to go through IETF (email it to internet-drafts at ietf.org).
It will be nice having an RFC to refer to for the Ogg file/stream
format!
