[vorbis-dev] vorbis-tools reorganziation and UTF-8 stuff, addtional re-org proposed

Actually, libao has a win32 port, although the Direct Media and Direct Sound plugins are
not really working yet.  I still think it would be a good move to go with the "win32" 
subdirectory and keep all the windows stuff in there, even if it's just for oggenc and ogginfo.
