Cel-streaming would certainly be nice...but I'd want a software 
decoder. :)

I'm not an expert on the issues, but I do know vorbis is a bit more 
complicated to implement in 'hardware' than mp3. It was really designed 
with software decoding in mind. In particular you need more buffers, 
lots of memory for tables and more flexibility in general. But it sounds 
like you're talking about a dsp rather than a gate-level implementation, 
so that might be much easier.

Unfortunately there's no spec at this point. You'd have to read the 
reference implementation and work from there.

Maybe someone with more experience with dsp programming could comment 
further.
