[vorbis-dev] UTF-8 stuff in vorbis-tools

Okay, I understand the maintainers are likely busy. I'll make it multiple
choice:

[ ] I missed the patch. Oops.
[ ] I am on vacation. I'll look at it next month.
[ ] I don't like the patch. The code stinks.
[ ] I want native 16-bit UNICODE. Nothing less will do.
[ ] I don't think windows people want UTF-8 support.
[ ] Other: _____________________________________

Can the maintainer of vorbis-tools please check one?
