Icecast2 should be fine - in this respect, it's deliberately dumb, so
it doesn't need to know about the details of what the ogg encapsulates.
However, a) there may be bugs, or b) the way the flac-ogg stuff works
may not be what icecast2 expects.

Then you need source support (adding this to ices2 shouldn't be too
hard, it just needs something to figure out timing), and client support
(getting support into lots of clients is, obviously, really hard).
