Probably yes, if the NullSoft decoder is based on libvorbisfile. That
library has a problem with small Ogg files, and it has not yet been
fixed AFAIK (at least not in RC2). See a posting which I did some time

I can't find the reply from Monty to my posting in the archives; it
seems to have disappeared, but IIRC he that this bug should probably
be fixed in the next RC.

The temp solution here is to not use libvorbisfile, and decode files
using the lower level functions from libogg and libvorbis. This is
what I have done for my project(s). But of course, this can't be fixed
in a closed source NullSoft product, so maybe you could file a bug
report with them. :)
