The C is less cryptic, but still 'up there'.  I currently have no
documentation of the codebooks, and they're a bit hard to grok in
their entirety, but the code is reasonably well laid out.  The rest of
the encoding parameters stored in the third header are a bit easier to
get through.

If you want to go sifting through the C (it will take time, but is not
impossible), begin in the *_pack and *_unpack functions in info.c.
