[vorbis-dev] Windows COM comment tool

I have adapted the VCE to build a COM comment-edit tool that works with
scripting languages on the MS platform.

I did this more for my own use than as something I'd plan to maintain, but
I'd like to give it back to the community - anybody willing to adopt it?

The full-source 1.3 meg .zip file (including testbed javascript and readme
file with instructions) can be found at
