[vorbis-dev] oggenc doesn't work?!?

I've made a hack to CDEx's vorbis.dll (I haven't gotten around
contacting the CDEx author about that, but perhaps it should be a part
of libvorbis/ogg instead?), so I have code that works here - at least
for the few ISO-Latin-1 chars I've thrown at it.
