[vorbis-dev] oggenc doesn't work?!?

Did you forget to actually attach the patch?
Winamp displays (or displayed, for the one thing I tested it with) non-ascii
UTF8-encoded characters correctly. xmms did not. vorbiscomment does not yet
try to do so.
