The default for samba config is /usr/lib/samba/var/adm/smb.conf or
something like that. The fact that some distributions put anything
they deem important into /etc is not a good thing to imitate. My
nethack config is not in /etc either, while it _is_ the most
important application on the system ;-)

Anything that's not needed at system boot/runlevel change, or needed
by _lots_ of different apps (like /etc/services for example, which
is needed by libc), shouldn't go into /etc.

But read the various filesystem standards for better opinions than mine :-)
