[vorbis-dev] Comment editing update

Hi all,

The rest of the code needed went into cvs about an hour ago.
You'll need up to date checkouts of ogg, vorbis, and vorbis-tools. It's not
built currently (Jack - care to update the build stuff?), but it's sitting
in vorbis-tools/vorbiscomment. The interesting bits are vcedit.[ch].
vcomment.c roughly shows how to use it, though it doesn't do much itself.

So, it's sitting there and waiting for front-end writers to... write. Go,
enjoy, and edit the tags as much as you want.
