Why not just put it in $(sysconf_dir)?  This is $prefix/etc, unless the
user overrides it on the ./configure command line with --sysconfdir=DIR.

configure / automake gives standard options for the following:

  --datadir=DIR        read-only architecture-independent data in DIR
  --sysconfdir=DIR     read-only single-machine data in DIR [PREFIX/etc]
  --sharedstatedir=DIR modifiable architecture-independent data in DIR
  --localstatedir=DIR  modifiable single-machine data in DIR [PREFIX/var]

I don't really have an opinion on this topic, but I thought I'd bring
these options into the discussion.
