[vorbis-dev] thoughts about MP3 -> OGG convertor

There were bugs in the noise shaping I believe.  Even reencoding from
high rate vorbis streams sounded really really bad.  From limited
testing yesterday, this behaviour is much improved.  I'm sure we'd all
appreciate a retest with CVS (which barring some bug fixes is going to
ship as RC3 tonight (I hope!)).
