Yes. I did a listening test some time ago in a 'worse-case'
listening environment and posted the results here. You can look it up
via the archives.

The loss from the MP3->Ogg conversion was still very noticeable.

Perhaps newer Vorbis encoders will do better, but I wouldn't
count on it.
