Format 1 can be converted to 0.  Just by throwing all events into a
single track and updating all the timestamps (remember they are deltas
from the previous event).

You can't go backwards, but you can't do that for Vorbis either.

It's not likely that you'd be using Ogg MIDI to interchange midi data,
and SMF does a fine job of that already.
